Japanese government to produce guidelines on shift to renewables by the end of 2012

Japanese Prime Minister Yoshihiko Noda has announced that his administration will decide on "Guidelines for the Green Policy" by the end of 2012, promising a "rocket start" in the move to a low-carbon society in a speech on October 17th, 2012.
According to a report by energy policy expert and Law Professor Karl Friedrich Lenz, the Prime Minister ended the speech by confirming that his "Revolutionary Energy and Environment Strategy" is a definite and fixed national strategy. The strategy calls for a nuclear phase-out and move to decentralized renewable energy.
"Under a new system we will lay the grounds for the debate, assure a rocket start for the “Green Energy Revolution”, and realize a low carbon society we can be proud of to all nations in the World," stated Prime Minister Noda in the speech.
"Revolutionary Energy Strategy" approved September 14th, 2012
Japan's "Revolutionary Energy Strategy" was approved by the nation's cabinet on September 14th, 2012. The document calls for the building of no new nuclear power plants, the operation only of those assured safe by regulators, and not allowing existing plants to operate longer than 40 years.
The document also calls for a change in the role of citizens from passive consumers of energy to generators of distributed electricity and active participants in energy efficiency measures, emphasizing solar photovoltaic (PV) technology, batteries and fuel cells.
