China launches anti-dumping investigation of EU solar-grade polysilicon

On November 1st, 2012 China's Ministry of Commerce (MOFCOM) announced that it will begin an anti-dumping investigation into exports of European solar-grade polysilicon intended for the U.S. market.

MOFCOM cites a petition filed in September 2012 by four Chinese polysilicon producers including a subsidiary of LDK Solar Company Ltd. (Xinyu, China) and Daqo New Energy Company Ltd. (Chongqing, China). The agency will combine this investigation with its previously launched anti-dumping investigation into polysilicon produced in the United States and South Korea.

The agency notes that the petitioners together comprise more than 50% of China's polysilicon output from 2008 through the second half of 2012.

 

Investigation to be completed by November 1st, 2013

The investigation will cover polysilicon produced through the (improved) Siemens and silane methods, with the period under investigation from July 1st, 2011 to June 30th, 2012. Additionally, there will be an investigation of industry injury from January 1st, 2008 to June 30th, 2012.

The next step in this investigation is a distribution of surveys to impacted companies. The investigation will be completed by November 1st, 2013, and may be extended to May 1st, 2014 under special circumstances.
